Changing an allotment letter to a title is quite a challenge though it is possible. Ideally, the letter is taken to ardhi house and a file opened for the plot. The file goes through 33 stages or thereabout and the end product is a lease accompanied by a forwarding letter and both are forwarded to the respective land registry that is duty bound to issue a certificate of lease. Unless the plot is in Nairobi whose redident registry is still Ardhi house.
