If the university requires a student to do some research (minor or major), it is because the people who designed the curriculum thought that it is important for completion of the program. Otherwise they wouldn't have included it.
Therefore you cannot argue that there is no harm in cheating on a "minor" project.
Think about it this way: the only reason this student would want to cheat is because they find the subject matter difficult and they are too lazy to read and understand it. This is similar to arguing that there is no harm in helping a KCSE student cheat in one paper out of the 6 that they sit.
By the way; the university students cannot graduate without passing these courses that you consider minor. Therefore the courses are very important for the course...otherwise they would be "optional" and the students would be free to opt out.
Nothing is real unless it can be named; nothing has value unless it can be sold; money is worthless unless you spend it.
