What to do with 28 Acres of land in Malindi

The parcel is not a beach front one but its close enough about 200m from the beach. My friend wants to solicit funding to put up residential property for sale but he does not know where to start. He is also a bit apprehensive about the demand for this kind of property in this location. What would wazualendo advice?
