land deal gone awry

i have this disturbing scenario where a buddy of mine entered into a land (plot) purchasing deal at mirema. the agreed price was 2.2m, of which this guy raised 1.5m and the rest to clear in six months. just after hitting 1.8m, the land owner (seller) changed mind and said his plot should go at 4.5m, of which the buyer should pay up in six months, that is if he was still interested. what should this jamaa do

If there was a written agreement with An advocate then there is nothing to worry about since you can sue the guy.but if the agreement was by word of mouth then tell your friend he is screwed.
