What is the administrative status of towns that sit across two counties? The Machakos-Kajiado border cuts through Kitengela town, the Nyeri-Laikipia border cuts through Nanyuki town, the Nairobi-Kajiado border cuts through Ongata Rongai town. Does each county collect fees from it's own half of the town or is the entire town assigned to just one county?

Each and to their own. There is a boundary and that's what separates them, Nanyuki for instance between laikipia and nyeri, railway line, Meru laikipia roads. Makutano town past mwea, tarmac road B6 etcetera etcetera
