Yes. They were done by NORKEN some 4 years ago and even the road wayleave pegged (beaconed),

The Feasibility Study, E&SIA, Detailed Design and Pegging of the Wayleave was done and completed in 2013.
That website has not been updated since January 2013 as you can see the Kiserian Sewerage Project still reads On-Going, yet they completed the designs in 2012 and Construction is ongoing under supervision of Gath & Losai JV.
As for the sequence of event, its as follows;
DESIGN PHASEi. Feasibility Study as well as E&SIA scoping/screening
ii. Project Report and ToR for carrying out E&SIA to NEMA
iii. If there are significant project E&S issues, NEMA gives green light for a full E&SIA to be undertaken
iv. Topographical Surveys and Geotechnical Investigations etc are carried out
v. Detailed Design and Preparation of Tender Documents
CONSTRUCTION PHASEi. Design Review (To update the drawings and E&SIA reports)

iii. Commissioning
iv. Defects Liability Period
