1.The procurement officer and CEO should go.
2.All staff should pay for the wallet.Deduct the same in 3 instalments.

without having a market price aspect in tendering stipulated in the procurement and disposal act - we are barking up the wrong tree. the guys had to pick the person who provided the least price.... it's that simple - unless you nullify the whole tender based on something in the law and saying "wallets costs 1500 bob in the supermarkets" is not one of the things that can nullify a tendering process.

@Mawinder can educate you how it’s done…… One person will be invited to tender and he will do so using 25 different companies and the rage of price will be between 6,500/= to 125,000/= per wallet and the lowest price will look very competitive hence awarded the tender.

Why 3 installments? Just collect the amount in full and with interest where possible on the next payroll.

This nonsense of just comparing only applied bids needs to end.The best metric should be the market value and cap is to say 10% of the market value.Any bid above that should be disqualified.

Or he can disqualify the first 5 lower bids citing some irregularities and then pick the 6th at KES. 25,000.
