He said Jubilee is 'overstealing'. Does it mean stealing is ok so long as you do not oversteal?

I remember our taxes, a whole 300m were used to renovate his private karen home to make it fit for a PM. Not to mention his 600k a night escapades in New York, maize and oil thefts he undertook. He means stealing 300m is ok and not overstealing by taking 1.2b.

There is no way he can condone it now because he is not in the government where he was also stealing when he was in it...

Jubilee has 400 big fish with cases in court although many are being released (or will be released) by the corrupt courts!
