The KTN expose shows: 1) there exists an underground intricate web of collaborators amongst the public and police who collude with al shabaab or al shabaab proxies. 2) these collaborators end up assisting the alshabaab knowingly or unknowingly, for financial gain.
Govt can come up with simple practical steps to defeat these networks. E.g.
1) Declare terrorism a national crisis. This will enable PORK to make executive orders and issue urgent directives to control the situation
2) Due to historical mistrust between police and nis, they are not likely to synergise any time soon. Therefore, form special police squad e.g. call it anti-terror intelligence unit - to collect intelligence and counter intelligence. The unit should be active in all the terror prone areas, every single day and night. For instance, if it is the case of moving arms, they could masquerade as criminals or illegal immigrants and try to pass through police road blocks. Any police officer who agrees to give a bribe is apprehended immediately.
3) In every mosque, madrassa, shopping centre, ensure you have intel officers. Some can ‘convert’ in the meantime.
4) Offer incentives, for police to abhor corruption- if you do research why police are corrupt, you will perhaps find it is the ‘small’ things like paying school fees for their children. The govt could develop a policy to provide free schooling for their children below 18yrs, so long as they are enrolled in public schools. This way you give the police a reason to abhor corruption, as it could lead to dismissal and loss of benefits.

If the system cannot devise a way to deal with such scenario, then they will never ever defeat alashaabab.
7) In every county, the county commissioner, police commanders and nearby army barracks to map all the soft targets and simulate how they would respond within 15min, in case of an attack, day or night. I do not ever wish to see a situation where the I.G and C.S have to fly for 2hrs to coordinate response on the ground as Kenyans are being butchered

8) In the medium term, issue new digital ID’s to all Kenyans. Do intensive checking to ensure aliens are not issued with IDs. Any illegal citizen is shipped to Dadaab. Instead of guards using useless metal detectors to scan those accessing public buildings, why not scan ID’s instead. The guard only need to ensure the photo on the id is correct. Swap the ID and transmit data electronically to a central point, such that movement of each and every person can be traced.
9) After issue of IDs, ship all refugees and illegal citizens to Somalia
10) Improve on border control. Deploy drones to patrol the border 24/7.
11) Retain KDF in Somalia for as long as necessary, even indefinitely is a possibility.
If we do such and other practical steps, we can defeat terror in the next 2 years.
