On a serious note if Nairobi, Eastern, North Eastern, Rift Valley Western and Central regions don't want the referendum, then the whole circus goes beyond the "tyranny of numbers"...May be cord needs to rethink their stand.

Could it be that Moswets and Wiper supporters wamefunguka macho au ni nini???
...besides, the presence of a safe alone does not signify that there is money inside...

I would go for Pesa Mashinani audit and hold referendum during 2017 elections for 55% for devolution if justified!
