The BILL FOR THE AMENDMENT OF THE CONSTITUTION OF KENYA, 2010 BY POPULAR INITIATIVE PURSUANT TO ARTICLE 257 has some very interesting and good provisions;How I wish both Jubilee and CORD would sit and agree and cede to some of the provisions
Some of the interesting clauses
1. Clause 24- Restricts government jobs and appointments to no more than 15% from one ethnic group.Though I'm also thinking that this clause is not equitable, I think the allocation should be proportionate to the percentage of the ethnic group in the population. e.g If Somalis make up 10% of the kenyan population,their representation in govt shouldn't be more than 10%.
2. Clause 21-Creation of a ward development ward; This will be devolving corruption and development, I do not know which is the less evil considering that the bill proposes to retain CDF in clause 22.
3.Clause 13-Governors to submit statements of revenue and expenditure to the senate on a quarterly basis;This will be a good oversight to the county governments as well as a good cash cow for the senators
4.Clause 7-12-Very radical changes to IEBC, voter registration, and results transmission.

Go read for yourself and stop depending on CORD and JAPanase to interpret it for you

Never he always cannibalizes himself. The fact that I did not see any proposals to decrease elective posts says a lot about the agenda.
