Security and the Powers of the Governor-@Maka and others in the know please assist

"Today I have appointed Mr. Francis Munyambu, the current deputy police commissioner as the new Head of the Nairobi Metropolitan Police that will take over from the current City Inspectorate. Mr. Munyambu will also spearhead the transformation process that will see the new unit become a professional, disciplined, approachable and responsive unit that will ensure there's effective and efficient service delivery to the people of Nairobi City County."

Someone educate me...You mean governors has the powers to appoint security chiefs in their counties? To whom does that guy report? Is the Metropolitan Police part of the main police force or does this guy have to quit from the police force Central Govt or County Govt?

Ps. I hope this arrangement improves security in the city.
