How are Cabinet secretaries assessed ?

How is their performance being measured? Are they on performance contracts ?

We need an independent body or even a newspaper such as the Daily nation n to assess their performance with grades every six months:

Grade A for excellent all the way to D-minus, E or even F for Fail

For example tourism minister should be assessed based on whether the number of tourists increases and what new initiatives she has started to attract tourists.

Education secretary can be assessed based on factors like whether Kenya Universities ranking increases

ICT minister can be assessed on factors like how many foreign companies outsource jobs to Kenya and what he is doing to bring tech jobs to Kenya.

Economic secretary should be assessed on factors like inflation rate, gdp growth rate, ........

Sports minister should be assessed on factors like how many medals Kenya wins at global events, how many Kenya teams qualify for global events etc, whether he starts any youth development initiatives.


I raise this because I dont see much action yet from the cabinet secretaries. We should have seen new initiatives by now. They need to be kept on their toes so that when their contracts are up for renewal , there is objective data to determine whether they should be re-hired.

I am also concerned that there is a sense of entitlement amongst some of them. They are so close to Uhuruto that they do not fear repercussions of poor performance. Some have even started politicking. The very thing that secretaries are supposed to avoid.
