Can the Opposition Speak on Behalf of the Government?

Kithiki Kithure must have been reading my mind. Do members of the minority parties appointed to chair committees in the National Assembly and the Senate have the moral authority to read statements on behalf of the government? I don't think so. Why should the opposition purport to speak on behalf of the government?
