Have we invested in good quality internal security as a country? No. Not when police rides lack fuel (an OCPD is given 27 ltrs per day), when our cops lack medical insurance for injuries and deaths sustained in the line of duty. Are the families of those > 42 cops massacred in Baragoi still in their houses or they have already been chased out? The latter, most likely. Plus some ammunition imported from Iran from 2003 is now in the hands of pastoralists...So one wonders about basic controls, processes and procedures for all aspects of our internal security.

Its simple: invest in good quality security, you get good quality security.
The current quality of policing reflects the quality of investment, or lack of,that we have made as a country.

All these points you raised above are important, but what I am alluding to is that it seems the heads of our security apparatus (who by the way are well compensated and steal more to afford comfortable lives) seem to be engaging in alot of criminal activities.

Its obvious that Waiganjo was a member of some kind of black ops arm of the police that was run parrallel to the official police force.

If they want to know what's cutting in the police then I don't think the answers will come from an apprehended con man trying to save his hide. He has no credibility and it's obvious that he has a very creative mind to have pulled it off.

The question is;

1. Whether there is a personal militia within the police force
2. If there is, who owns it
3. If there is not, how did Waiganjo operate undetected for so long
4. There is nothing wrong with starting another thread on RAO and populist politics or anything about his deficiencies. But my question on this one is who created waiganjo and for what reasons
