Priorities for Kenya's next President (2013-2017)

My thoughts...

1. Security - Overhaul the entire internal security apparatus. De-tribalize the Defence forces ranks. Institute a generational shift in the Police and invest in new equipment for the force.

2. Energy - High cost of energy has led to high cost of doing business. Restructure petroleum procurement process. Ensure Turkana Oil proceeds are invested into locals as well as the nation. Develop local expertise in Petroleum technologies. Invest in renewable sources. Remove KPLC monopoly and change its top management.

3. Corruption - Prosecute the well known cases and recover stolen assets. Publicize wealth declaration of Govt officials. Implement ethics and integrity law to the full.

4. Higher Education - This is a mess. Build strong technical institutions. Stop converting Polytechnics into university colleges offering linguistics and anthropology. Cancel university charters awarded to political cronies of previous regime.

5. Nationalism - Equitable distribution of national income, public appointments and development priorities. Disband Kibunjia's NCIC. Promote peace, national unity and cultural integration. This should be the work of the President who is the symbol of national unity.

Security:
- Allow police officers to serve in their home counties but leave the option for them to work anywhere else in the country if they so wish. This will eliminate the need to build houses as they can settle on their inherited land. It will also reduce crime as the people will be very comfortable approaching them to report crime as he will be considered as one of the locals. This is the way its done in the advanced countries the world over, why not in kenya
- Merge the AP and regular police as their roles generally converge and having both doesn't make any sense. Create a strong CID unit that can play the role the FBI plays in the US (dealing with complex criminal activities, organised crime, drug trafficking etc) the regular police can focus on petty crimes and the maintainance of law and order as well as being the first response.
- Devolve the role of chairing the county security committee to the governor. Also open the county head of police job to competitive applicants
- Transfer the operational authourity at the county level to the county head of police. The holder of such an office should be held accountable for all actions done under his command whether he got orders from above or not.

Education:
- Introduce school zoning so that children are guaranteed a place in a public school based on where they live and also so they don't have to spend 4 hours travelling to a public school at the other end of town.
- Transfer management of public schools to parents and teachers so the minister can focus more on improving education and less on the length of skirts. The gava should just provide funding and audit their use.

Health:
- Pay doctors and nurses competitively
- Transfer the operational authourity for all hospitals to independent Boards so the minister can stop his meddling and focus on policy
- Within 5 years, ensure each county has a hospital equiped with an ICU, theatre and Merternity.
- Introduce a program to train 10 bright young men and women (focusing on those from poor backgrounds and orphans) from each county annually in medicine with the intention of them working at their county for atleast 5 years after graduating. I would prefer if they were taken to India for this program as India is cheap and all will want to come back.

The president needs only to symbolize the health of the political economy and convey the information regarding this health to the people.

He is a resultant of selfish forces and socialist forces. He is the system in motion.

I want the next president to take RESEARCH very seriously. Researchers want funding to solve the complex diseases and improve food security. By some simple genetic tests medication can be prescribed which will work better.
That forensic lab project should also be completed.

The political-economy needs information to survive, thus the capacities and efficiencies of research must be inbuilt.

Thus the first thing the president should do is to ensure the new constitution is running, and encourage a culture that will support this system.

He should be a researcher.

Urban Transport;
Next president should sort out the chaotic public transport situation in Nairobi. He/She can do this by working with the NBI County Govt to auction transport licenses to 3 or 4 providers who can offer mass and modern rapid transportation to decongest the roads. Designate specific bus stations and stops along all roads. Introduce no waiting policy for Taxis and shuttles.

To reduce carnage on our roads Traffic Dept, TLB, Courts and KRA should be linked via real time ICT network. Digitalize Driving licences. Traffic police officers must have RFID digital devices that log in offences, charges, fines, DL number etc. to avoid corruption and insanity on the roads.
