The Nigerian experience,from my reading seems to be different. It was an underfunded navy affair that began in late 07 and was finished this year-for a small 100 foot river patrol boat.

When pacified,with a functioning Jubbaland, peaceful rump Somalia, Lamu port up and running can you honestly say this whole region mapped out here isn't worth a serious ship building industry? Do you see no potential for cruise tourism,sport fishing or commercial trawling? From the Horn,Seychelles,our own coast,N.Tanzania to Madagascar.
The Chinese already have and I have it on good authority they wanted to use our waters for commercial fishing.
