Does that mean the next time I find a group of thugs uprooting a railway line I should deal with them

On a serious note though, under the concession agreement, who owns the railway. If it is the Kenyan government, then footing the bill [
and then billing the idiot(s) who uprooted it and/or caused it to be aprooted] makes sense. If it is RVR, then the government should not pay a single cent!
Never count on making a good sale. Have the purchase price be so attractive that even a mediocre sale gives good returns.
