A company called Gapco imports fuel and puts it through the Kenya Pipeline. When the fuel reaches Nairobi, Kenya Pipeline discovers this fuel is not good and needs to be returned back to Mombasa for further refining so they call tankers to take back the fuel.

Who smells a rat here?

Who will check that fuel that leaves Nairobi actually reaches Mombasa?

More than half the price of fuel is made up of taxes. Technically this fuel is not being sold so no taxes are charged, it is just being released to travel on Kenyan roads back to Mombasa so that it can be refined and then sold.

This is an election year.

Tax free fuel is a very easy way to make millions.

KRA should demand these guys pay all the taxes for the fuel. When the fuel reaches the refinery they should be refunded their money otherwise I can bet anyone not one drop of that fuel will get to Mombasa.

I think we have test facilities at Mombasa to test the fuel quality before its pumped upstream?This is hogwash thinking.We cannot be cheated.
You will find this fuel somewhere in Eastern DRC.
