Why aren't NTV and Citizen broadcasting on digital TV?

My digital set top box can receive all the stations except these two. Does their absence from the digital platform still have to do with that earlier court case? I am getting tired of plugging cables in and out to switch from digital to analogue so as to receive these 2 stations.
