Can we truly say that the processes and institutions behind the caging or even beheading fallen Kings and presidents are impartial and straight(Just)?

I would say that the essence of Justice and impartiality is in the consciousness of a people, and the relationships they form.

Of course the context of the justice is vital. But to what scale? local? regional? world wide?
