Things are Kaliech.

FIDA has offered to go to court if after the polls there wont be enough Women Mps to satisfy the two thirds rule in the constitution.

Working out modalities to ensure that the elections result in gender numbers that are sanctioned by the Constitution seems a very tricky affair.
Which way people?

As if this were not enough we are also dealing with;

IEBC formulation issues.
1year bills deadline in months time.
Uncertainty over election date - supreme court to rule!
Supreme Court not yet in place thanks to a law suit.
Interpretation of the supreme law is becoming rather contentiuos.

This 2/3 requirement is not easy to work with!
Some compatriots are now proposing changing that clause of the constitution!

though this is not the clause that made me vote NO,atleast,I can now justify that I had read the constitution better than learned friends and mpigs..lol

By a constitutionalprovision reserving 30% representation for women in all decision making organs (not just bunge) - Article 9(4)

Second, the constitution spells out how the 30% for Parliament is arrived at:
"The 80 members of the Chamber of Deputies are elected as follows: 53 members elected by direct universal suffrage through a secret ballot using closed List PR; 24 women two from each province and from the city of Kigali by an electoral college with a women only ballot; 2 members elected by the National Youth Council; and one member elected by the Federation of the Associations of the Disabled - Article 76

The closed list system works like this (I think):
Parties forward lists of their candidates.
The list MUST include women (preferably near the top)
Voters vote for the party / list (as opposed to the individual candidate)
Parties are allocated seats proportionally on the basis of the number of votes.
The seats are filled from the list

At a time like this i feel very desperate:Do you guys recall the prediction of one MUTAHI Ngunyi?everything this guy predicted as the pre constitution era crisis is happening!i think thats why many analysts/haters can't face him anymore.i actually recall him writing about the gender balance issue and silly amendments that will be very hard to do.
BTW,will this become a trend and we end up having a 'raped' constitution again before the 5 years of implementation?

Obtaining money by false pretense. They changed the story in order to sell newspapers for three days running.

First day: Cabinet wants to remove two-thirds rule

Second day: Women leaders react to the news

Third day: Women in cabinet clarify the position

BTW: who is the greater offender: the media that reported the wrong position or the women leaders who came out with guns blazing without confirming the actual cabinet decision?

Majority of the waheshimiwa's never took time to read the constitution. I guess is coz of the gentleman's agreement they had on tax exemption

They just cant believe it now when the constitution provides for women to have a certain number of seats
all about Kenya in 2011

I cant believe our women MPs were shouting for nothing. They should have taken a minute to read the cabinet brief.

And yes, the media is guilty of conmanship.

The constitution wasn't 100% perfect. Issues will prop up from time to time.

Now these women are making soooooooooooooooooooooo much noise. Sijui this, sijui what...

What is being said is they are serious problems involved with implementing it. Its a good law, and we who voted for it had their best intentions at heart. But there are problems with implementing it.

So instead of making so much noise ( especially the women parliamentarians ) , they should be suggestin ways about how to implement it ( that actually is the problem )
