Skills shock in new Civil Service probe

...According to the Staff Audit of the Civil Service report, the Kikuyu have 48,404 members of staff, followed by the Kalenjin, 33,597 and the Luhya, 24,648.

.... while the former work hard and take home what they have worked for, the latter sit and do nothing and get paid for it.... No wonder the country has stagnated for so long...

So what is the solution?

Is it to fire half the Kikuyus, Kalenjins and Luhyas and replace them with the smaller tribes....living us with a tribally balanced civil service but with more severe shortage of skills...

OR

To employ more smaller tribes... thereby getting a more bloated civil service with a more severe skills shortage?

These problems are not as simple as they seem...

The terms former and latter refer to two, however you have mentioned THREE. So who is former and who is latter?

nonsense audits. If you believe there is an imbalance with regards to skill you can go ahead and employ graduates as drivers and sack the form-four leavers. While nation are at it they can go ahead and give us the stats for skill and non-skill(form four leavers)
positions. Mukiha well said.

This does not help. The best thing would be to release results based on performance contracts. Through this we can know if the civil service is effective

retire those without papers or force them to go to school and hire new staff on merit (put a qualification cap on specific roles)... requires a total attitude change.. its sad in deed so many are tarmacking with papers coz they know no one

In my opinion hii ni porojo, what they should have highlighted is the skill set and academic qualifications of the individuals. If am not wrong the tribes having the the largest share of employees is in tandem with the the last census results. Its like pointing out that in US there are more Caucasians employed in the civil service as compared to African American and Hispanics etc....

Whether they are qualified and rightly hired is a different matter all together and that is what the audit should have been about. My two cents

But have you looked at the tribal arithmetics of college graduates? The same four largest tribes have the lion's share!

So you will be back to square one before you can pronounce "TRIBALISM"
