mavoko 9 km off msa road development

hi i am new to developing and would like to develop on a plot of 11 acres in mavoko block 2 about 9 km off msa road in katani.
Presently there is just masses of unused land in the area pipe lined for development soon. There is electricity grid passing through and a dam nearby.
Road is all black cotton dirt track.
Any suggestions on what to build fellow wazuans
