Why can't IDPs go back Home (peace between anti raila forces)

Is it true that before 2007 elections there were no IDPs? Then there was election + violence that led to Kenyans leaving their shambas / homes. Meaning this IDPs have homes that some other THUGS are occupying.

So let them just go back home especially now that there is peace and the waring parties have made peace and are now united against RAO.

Trying to get them resettled anywhere else apart from where they were before 2007 is a continuation of impunity and corruption!

Would you go back to the place where your parents, wife and children were hacked to death by your neighbours and good friends who still walk freely?

IDP situation is a cash cow to many interested institutions- The NGOs, The government ministries(special programmes, Lands, Internal Security/Provincial Admin) among many others. Come to think of it, the govt has spent over 9Billion on IDPs but we still have them in the camps.
1. Where did the cash disappear to?
2. Where were they living before elections and why havent they returned despite peace meetings and now the apparent new found alliances?
3. Have people been prosecuted for turning away IDP returnees?

RAO will re-settle them (tongue-in-cheek)....they have beef with WR over this...
