This is a clear message that there is more to Lagos, Nigeria than the general negative perception about this city.

Point of correction, the Lekki you know is the upscale area close to Victoria Island and Ikoyi under Eti Osa local government area. A new city cannot be created from an existing one. It is always created from the suburb.

The Lekki free tree zone is carved out of a sleepy fishing / farming settlement in Akodo town 50Km from Marina which is the city center. Akodo town is off Epe express way. It is under Ibeju-Lekki local govt area.

Lekki is a big area the Lekki you know is the high brow periphery of Victoria Island but beyond that the next 65 Km is part of Lekki but a suburb.

Had it been you watched the attached videos you would have seen this details.

Your 2 cents was actually two cents, I am giving you a multi million dollar information as a Nigerian and as an insider/resident I have lived and worked in Lagos for the past 23 years.

Please be aware that Lagos had about 14 Million inhabitants (2006 Census) not 20 Million.

I reckon you only visited Lagos/Victoria Island, Upscale Lekki (Lekki Phase 1)
