The govt plan in the 2016/17 budget was to borrow Shs.612bn from the domestic market.
By end of Dec 16, it was increased to Shs.912bn.

Your yield will be much higher than the 9.3% interest since you are buying at a lower price and not at par. Simplified,..... you will only pay 92K BUT interest calculation will be 9.3% of 100K.
