Under which laws in this country does a mere mpig decide which businesses should be closed down or not.

I totally support the fight against illicit brews, those who feel they've been unfairly targeted let them go to court.

That is the key word. The Naivasha Mpig appears ready to close the red line by destroying Keroche. This is local (Naivasha) politics. This Mpig and Mututho have never gone past the support Tabitha gave Jane Kihara in 2007. They should grow up.
