They were asking for more money which they couldnt use in the first place.

According to "Progress Report on Revenue and Expenditure for County Governments" this is the summary breakdown per Substandard.

1. Treasury allocated county governments Sh269.1 billion in the 2013/2014 financial year.

2. A whopping Sh182 billion is lying idle in county bank accounts.

3. The situation is compounded by the fact that of the Sh86.7 billion that the counties spent, Sh74.6 billion went to salaries, purchase of vehicles and foreign trips by Members of County Assemblies, among other recurrent budgetary requirements. Incredibly, the 47 counties spent a paltry total of Sh12.1 billion on development.

4. The 47 counties spent a paltry total of Sh12.1 billion on development. Three counties, Mombasa, Lamu and Mandera, did not spend a single coin on development.

5. The money spent on sitting allowances, buying vehicles and foreign trips by some counties exceeded the budgeted amount.

6. Governors Evans Kidero (Nairobi), Alfred Mutua (Machakos) and Kinuthia Mbugua (Nakuru) spent the highest amounts at Sh13b, Sh3.5b, and Sh3.3b respectively. Nairobi had been allocated Sh6.3b, Machakos Sh4.1b and Nakuru Sh4.4b. Nairobi had been allocated Sh6.3b, Machakos Sh4.1b and Nakuru Sh4.4b.

7. Lamu, Isiolo and Tana River counties recorded the lowest expenditure in absolute terms at Sh436.7 million, Sh619.4 million and Sh762.3 million respectively. Lamu had been allocated Sh754 million, Isiolo Sh1.07 billion and Tana River Sh1.4 billion.

Allocation - Utilization = Money returned.
Lamu
754M - 436.7M = 317.3M
Isiolo
1.07B - 619.4 = 450.6M
Tana River
1.4 - 762.3M = 637.7M

-> Kakamega MCAs have exceeded the amount allocated to them for traveling

-> Nairobi, continued to spend local revenue at source without approval from the CoB

-> Kericho County spent the balance brought forward from the financial year 2012/2013 without first surrendering it to the County Revenue Fund (CRF) as required by Section 136(2) of the Public Finance Management Act, 2012

Kisumu, Embu and Nakuru counties had the lowest proportion of expenditure on development as a percentage of their total expenditure at 1.1 per cent, 1.2 per cent and 2.5 per cent resp

a good model should not have over 1/3 going to recurrent expenditure such as salaries, trips bla bla bla. A great model should have a max of 1/5. At this rate we will never develop.

This is very sad state if affairs. The pork must use his executive whip to correct some of this things .

people may complain about mutua's roads oh... quality oh! quality... believe me doing roads at 1/3 of the cost and for 3 months is better than a 'quality' road that will be completed in 3 years at 3 times this cost. tengeneza watu waunde GDP... rebuild the road in 3 years and the in another 3 years. Who says roads have to be permanent?
