With his development credentials iam sure he would have been an inch closer to presidency.

Perhaps you meant 138(3)(c)....

But @mukiha on the numbers I think the easier way to explain it is that the winner should have more votes that the sum of all other candidates' votes plus rejected ones.

Article 2 (c)and (d) is about the Supremacy of the constitution over conflicting legislation
Article 138 is about electoral process
