I think they ought to go to UK, i saw the other day how they are cleaning up their social and health system. Those who live there can confirm.I saw they hired a former CEO of M&S if am not wrong , the guy goes to the hospital with a paper pad and pen to see how it works and notes all he is told. Action has now started like no living in those Gov houses with extra rooms if you are single unless you pay extra for the unoccupied rooms. I wish we could learn from such people.
