BVR is simply a data base;its a soft file.
Real time tally will be done ol' skul where the results are smsed or emailed to KICC.

This I got from one of the trained officers. But even if you insist BVR is just a database, the form 16A numbers should tie to what the BVR database has per polling station meaning no ghost voters will be 'created' this time round. I am sure IEBC will verify the numbers after voting closes.
True BVR is only for ID. Stuffing, substitution, duress and intimidation rigging methods will still be rife.
The BVR system is a waste of money. I belief a realtime voting system could have been procured at very affordable cost. Look at the banking, Visa and mpesa systems!
