Increase wage bill? Care to explain!!! Havent heard of a County-Commissioners recruitment exercise. These people were still serving even under Baba. So giving them more powers and duties equals increasing wage bill? Lolest! Tell that to the birds! And any expert will tell you that the 230B to counties have mutated from the intended Developmental fund to one huge recurrent expenditure. It is a total waste, but Jubilee is to blame!!!! TULIA.........UFUNZWE!
