This should be easy to recover.

1.The procurement officer and CEO should go.
2.All staff should pay for the wallet.Deduct the same in 3 instalments.

Ai jamaneni.Where are we headed?

without having a market price aspect in tendering stipulated in the procurement and disposal act - we are barking up the wrong tree. the guys had to pick the person who provided the least price.... it's that simple - unless you nullify the whole tender based on something in the law and saying "wallets costs 1500 bob in the supermarkets" is not one of the things that can nullify a tendering process.

@Masukuma! Is that the only problem you pickedSad Sad
How about the wallet is not in their package??

Media should give a black out to all these scandals, the more they tell us about scandals the more keep on coming. It like the economic rapists are competing appear in the news.

And its emboldening out cleaner departments if any exists. They know our incompetent president and institutions will do nothing.

In the market out here, anyone buying in huge quantities like the govt does benefits from huge discounts. If we had serious guys up there handling the govt business, govt would be buying at much less price or at least at market price. They would forego the discount to cover for the time lapse that it takes for them to pay, which is always used as the excuse why the govt has to be charged more.

While at it, the theory of govt taking long to pay has been crashed by the fast speed at which the huge payments at NYS were processed.

Pheew, but the real beneficiaries wouldn't want an efficient payment process and system. How would they benefit?

Imagine we don't need a law for that. We just need a guy(s) serious enough to implement/negotiate on behalf of Kenyans. Not everything needs to be in the law. And if everything must be in the law then, we need someone who can drive the agenda to implement that law. Currently do you think there is any? None. Not in govt. Not in opposition. Everyone just looks for an opportunity to eat. Haven't we heard even here in Wazua that "....I have even benefited more from the Jubilee govt that you who voted for it"
