I wish people could be balanced about this debate. It is critical and VERY valuable.
1. If they are indeed tendering for FREE software, this needs to be published in as many forums as possible and brought to light! Remember, whether or not you like UhuRuto gava, we ALL lose when public money gets wasted.
2. If they are not tendering for the FREE version of Adobe, i.e. they want Adobe Pro, etc. Then the cost of provision should not exceed the "enterprise" cost advertised by Adobe.

Since money is tight, can we all check whether or not we have any friends who intend to tender for this and have obtained the tender document (BQ)? This can then be published in order for us to see the facts.

We can even forward a copy of this document to Adobe's business development / PR teams and request them to ALSO respond to the tender / issue a public statement.
