Exactly, and this happens all over the world. But asking for a bribe to allow me sneak in a bomb, a rifle or a terrorist?? Thats a brand new definition of greed and stupidity!

The bribe today may "oil the business process" but who tell where it will lead or many years down the road who can tell its effect ,especially on each of parties ... there are many in prison today whose journey began with just a "little something"

There are some things I accepted in our society and moved on.
Corruption is in the DNA of some
and only their deaths can eliminate it.

Corruption is not even brought about by greed or poverty.
People are just too selfish to care and serve without demanding something.

Let us not bother ourselves with corruption in business environments, that we cant stop, its a worldwide disease even in the western world. Trying to fight traffic police corruption may not yield much results either. We should be more concerned with DANGEROUS CORRUPTION.

1. Immigration...... we must bu ruthless with that institution. We must ensure zero tolerance there, coz that is the department that has been selling our motherhood to the highest bidder and offering our souls to the devil. Sack them all if need be, jail them and reintroduce firing squads and hangings for any traitor.

2. NIS........Completely overhaul this one without mercy. Establish a low-salary-scale cadre or parallel unit, abolish the current posts and slowly wedge out the rich mens idle lady kids farting all day doing nothing, and ensure these low-cadre positions are recruited from actual rural/local RESIDENTS. The low pay will cut off the greedy rich men since the pay wont be lucrative any more.

3. Strengthen the former provincial administration. Having worked with these guys, much as we deride and lambast them, they are more patriotic and loyal to the motherland than the average wazuan, and are well versed on security matters.

4. NPS....sina dawa ya hawa, lakini tuwaombee tuu.

Let's look at ourselves in the mirror for a moment. It's an ugly face. The face of corruption. Corruption is what we are. No, it is who we are. That's why it's a culture. The culture of corruption.

The moral will to fight corruption is wanting.

We dine with the corrupt. We give them a pat on the back and lord unworthy praises onto them in the hope that they will share the loot with us. It then appears to be cool.

We speak out against corruption in the public. Deep inside our hearts, we are not true to ourselves. It is the guilt which consumes our conscience. We know it's wrong but we're not willing to pay the price. We want to jump ship, but we're clueless.

Any revolutionary out there?

Rationale tells me that I have fairly workable order of things - I elect leaders every 5 years, there are laws that guard against avarice from them, they don't always work but things improve gradually and in a conventional way. I accept that because there are no perfect leaders.
What is maximum power and excellence? How do we claim it?
You said the govt is of a coercive and punitive nature, doesnt some forms of spiritualism exhibit the same - punishment for sins, even eternal damnation?
Corruption is a cancer. By living healthily and well, one might evade the disease - it would have been possible to build a close knit nation, foster trust among communities, be truly united soon after independence, but we missed this boat - the disease has beset the country and what we need now are surgeons and chemotherapy

One would wonder where you got the belief that Man, will always be evil. Truly, if that were the case why would there be cities and civilizations, and Laws?

Think about it; there's an exception to every rule, including this one. No?

But what if the exception to the rule was undetermined and or, 'whimsical'? We'd have to create another exception. The exception has to be 'reasonable' and in tandem with the collective wisdom. Common law is a veneration and even appeal to our ancestors.

That is, Man is, and has been in a course of refinement and 'civilization'. And it's evident that civilizations have not only been established, but each civilization marked by a shift in human consciousness.

Progress is about the perfection of Man. And before we set to draft laws we must ensure that deep within our hearts we believe and live out perfectibility.

Otherwise there's nothing like 'corruption'. Corruption implies perfection.

And perfection begins in our individual hearts. Who can give you a program for that?
