@siringi, i have been to Rwanda and have Rwandese friends. They are proud of their devolution xperience. They say it works. And they even say they can assist with our process. Maybe my sample is from RPF diehards, the kind that has been brainwashed into thinking Hutu and Tutsi are not real tribes and that the ethnic divide was created by the Belgians. What do you know of Rwanda's devolution?

349 parliamentarians is just too much for this country yet we already have County Reps.I also do not see much use of this special interests/minority blah blah Mpigs and senators.....My proposal.47 senators and an equivalent number of Mpigs (One law maker per county)
Nothing great was ever achieved without enthusiasm.

1MP per county would be unfair. It would mean a county like Nairobi with 3m voters will have 1 vote like Lamu with a few thousands. Let's not forget the main purpose of the legislature is law making and oversight by the people over those in govt. Since we cant have everyone making laws, we elect reps from among us to do so for us. It is only fair that such reps are proportionately distributed.

@Lolest that is why I suggested federalism...

8-12 states, 47 counties & 290 constituencies

This translates to....

8-12 governors & senators, 47 MPs & 290 constituent reps

I completely see no use of having wards and county reps!

Kenya is a relatively tiny country and that way we will have a way leaner government with the voice of the people still heard... I really do not see why South C should have a county rep when Langata has both a womans rep and an MP!

Under federalism unlike with devolution states are more independent in their revenue(tax), expenditure, legislation(in line with constitution), policing etc allowing for tailor made development according to the specific needs of the people without interference

The only problem with federalism is that it involves almost complete handing over of power from the central gova to the states... Something the African mind cannot yet fathom!

@guru, well spoken but what would be the job of 290 elected reps vis a vis the 47 MPs and 12 senators? Federalism(majimboism) was the way it was initially intended but the executive was unwilling to take us to that route. Add fear of 'central' diaspora of evictions from powerful states.

My point exactly. Do Kenyans get to watch Parliamentary proceedings? The house is laways adjourning and more often half empty.
Debate is limited to very few orators.

Say last Parliament How many MPs contributed anything on the floor of the House?

The whole of Nyanza could have been very easily represented by John Mbadi who was the most visible and eloquent member. i dearly Miss Ojode Sirkal... na Saitoti

Dr laboso and Keter were enough for R valley

Eastern na huko majuu Had the young man Dr Nuh siyui waria

Millie Odhiambo and Shebesh were enough Women in the House.

I dont want to go to those scandals called house committees and hearings - kenyan get nothing out of those just extortion rings. we have a very good civil service. we only should strengthen ethics and anticorruption commision and Comptroller and auditor's office...

@guru see how Cordashians misread you suggestions. Kwani these guys think money grows on trees ? Where is salo for all these guys going to come from?
How much revenue are these counties capable of generating?

Am re-reading Miguna Miguna's books especially those chapters where he captures Raila's position on Parliamentary vs Presidential...very interesting reading.

And I ask myself ? what do these politicians take us for? imbeciles?Sad What is their understanding of Presidential Vs Parliamentary Systems

na Kama Wazuans hawayui the difference how do they expect akina wanjiru to know?
