Are the candidates already PS candidates already pre-determined????
Thoughts from a HR friend of mine:
"Maybe I am poor at recruitment which I highly doubt anyway coz I would not be a HR then... However, I am yet to understand how the PSC was able to go through 2088 applications presented in hard copies for Principal Secretaries and come up with a shortlist of 155 in a couple of days. Soft copies yes, but barua kwa bahasha na copies of certificates attached etc cannot be that fast unless they had 100 people doing the shortlisting which in itself is not appropriate.
Compounding my failure to comprehend the whole matter is the fact that each candidate has been allocated 30 minutes to be interviewed for the position of a Principal Secretary (formerly known as Permanent Secretaries). If it is not very easy to objectively interview an Accountant/ Driver/HR Assistant/ Mechanic in 30 minutes then this position must be either highly overrated - which is highly unlikely - or that the 155 souls are simply attending some ceremony whose outcomes was well known in advance. I think the latter is the case.
The level of experience in most of the candidates whose names are in the papers would take them almost one hour responding to the first question which will be to introduce themselves. Some of the candidates have IDs whose numbers start with 00 which indicates that they have most likely seen more than 60 Januarys in their lives and have therefore worked for close to 40 years...."
