Kiunjuri is a good example of what politicians are in government. Busy bodies with nothing to show. But wait a minute that BBI that we are being told to subscribe to wants politicians to run government Semi-Literate Cabinet ministers in the Kibaki government did better than Ph.D. technocrats in the Tangaweke government. Eg? Wakarume. In this & such discussions ; We fail to appreciate that Ministers/CSs are political guides while PSs and Directors are creators and drivers of policy. Having technicians as ministers creates an environment of conflicting roles. Kibaki had a good mix of politicians as Ministers and PSs as former career civil servants. Most PSs were actually former administrators. That's why his policies are more appreciated. JP created Ministers from technocratic and private sectors, and he messed up the mix.... PSs and Directors are still the drivers of policy no? For example, the Treasury was lead by directors and technocrats all those who worked with Uhuru when he was just signing documents under Kibaki...so what went wrong? I think the JP govt's problem is leadership - dictatorship. The big man's wishes MUST be honored if not you are in hot soup. No one seems to be able to advice Kenyatta 2 and if you do not follow his agenda you are as good as gone. So money is committed to white elephants which are not well thought out. What happened to vision 2030? Good example of when the big man wants to remove you from the helm, you are minister of Agric and you are leaned towards tangatanga. He tells the treasury not to release money to fight locust so to safe face you tell people to take photos of insects to confirm if its locust. You become a laughing stock and the big man relieves the duies. Once the new minister is in the position the money becomes available. Its called dangling carrots to #WajingaNyinyi How do you safe face with such a ridiculous proposal. Sometimes it's better to go missing and wait for the sack punda amecheka
