The WB deals with national govts and the national govt is required to apply for funds for priority projects that need financing, and the projects should be within WB focus areas. Therefore the WB cant just go to mombasa and start building a footbridge. And yes its true that the WB attaches conditions to the funding, and closely monitors the projects, and disburses the funds in stages, and can cancel funding and demand a refund of funds already disbursed if a country messes up or doesnt adhere to the conditions. For instance when Baba ate the KKV funds where the WB was giving 4.3B for the Youth Empowerment Programme, the WB cancelled the funding and demanded the refund of the 970m that had already been disbursed. This Kibaki/ World Bank project... They should asked Kibaki and the World Bank president to open it then. When Kibaki retired, he handed over the instruments of the presidency to Uhuru. Kibaki is not paying up the loan, its the people/govt of Kenya The argument was so foolish...but since we're D material, that is what will fascinate us for days.
