I assume the new CS will be required to announce a new Security strategy. Here is my pesa nane:

SHORT TO MEDIUM TERM

1. Put Mandera, Wanjir and Garissa under immediate lock down to make way for security operations. Ignore the human rights crowd for now.

2. Shut down Daadab refugee camp and repatriate all foreigners - ignore the 'you know who' crowd once more.

LONG TERM

3. Anounce a Military draw-down from Somalia - to be completed by 2016. Use these resources where they are most needed - protection of the motherland.

4. Militarise the Kenya Somalia boarder. Create a real buffer zone, with military, police and intelligence presence at least 10Km inside Somalia.

5. Demand that Parliament approve a new Security budget to: purchase surveillance and monitoring equipment, retrain the Police (the 6 moths Kiganjo gig is totally inadequate), equip them with better weapons, body amour etc and create special antiterorism units.

6. Establish a special youth development fund that will target radicalized Muslim youth, especially Somali and Coastal. The present security crackdown creates an impression of a government at war with the nations youth. That will not do.

VERY LONG TERM

7. Revise our security strategy to change completely how our armed forces are recruited, trained, equipped and deployed. For instance, training the KDF for conventional warfare or defense against state threats is out of date. Similarly police recruitment and training has to change completely to address the threat of emerging threats like terrorism and internal insurgency.
