Al Hijra is the Kenyan group directly under the control of Al Shabaab but its membership is almost exclusively Kenyan Arabs and Majengo boys with a number of Kenyan Somalis!

Al Hijra means "The emigration" just in case you were wondering!

Insecurity can only be controlled. When controlled it's called security. So insecurity increases when security control is changing.

So we need to ask ourselves, 'who is changing security control around?' 'Why is security control changing?' Take all who pass this test and interrogate. Draw graphs to trace networks and you'll find your culprit.

Then how to control it becomes explicit. Then a solution is designed and run.

For example, how have we designed our security operation at the coast? What's the range in training of our personnel? The range is a weakness if it's not the highest.

Even the army can fail if its strategy is faulty.

The Government is either totally incompetent or is deliberately stalling for some (dark) unknown agenda. Either way we should be very afraid. The solutions are not rocket science for a 'digital government'

Or it's a 'Trojan' attack. Most network attacks are Trojan attacks, and we're in a global network.

The government may need volunteer forces to tackle this problem effectively. That is, we need a well orchestrated combined effort.
