Devolution - It's Back to 1960's

It has been repeated mara nyingi that central govt only deals with policy. Where do we get this from?

National govt does policy only for agriculture (but national referrals are still under national govt!)

Education is still under national govt, except nurseries and village polytechnics.

I am for getting rid of this TA and even the CIC, what role do they play apart from eating our money.

How is the TA supposed to aide in the running of counties, what expertise do they have and where did they learn it from. The constitution is there to guide the roles for Central Govt and Counry Govts, there is no need for another body to pretend that they are reading/guiding the implementation. The courts are also there to resolve any disputes.

IMHO, the majority of governors have performed dismally in the first 1 year and have little to show for it. These are the greatest threats to devolution as we know it, they make it seem to be an avenue to "eat". For the few counties that have shown the way, devolution can work if we strive to engage and involve the people at the grass roots.

It's good you've stated your opinion. Move around, ask around and go to CRA. Wanikus are not on twitter and Wazua. And they can give you a balanced picture. You will be shocked.

Why devolve all the functions and fail to devolve funds? Agriculture is a devolved function. The national government will only assist in policy. This year, agriculture will be given 40 B. Why does the government need 40 B to do policy? Give that money to counties!


I think the development approach you're alluding to is an excuse not just to keep the counties on their knees indefinitely, but also an excuse for wastage of funds and resources.

Let's take Nairobi as an example. How much more money and infrastructure does it need to be able to sustain itself?

Or what would you say needs to be done to make it self sustaining?

We can also consider the least developed county, what does it need to get to self sustainability?

A time will come when gavanas start vying for Presidency. And chances are higher, they'll use their performance in their respective counties, as a bargaining tool. That is when devolution will be on gear 5, canaan. What we are experiencing now is 'teething problems'. We are on the right track.
