I think at the bottom of his heart Pamba knows he was thoroughly beaten by the young duo. However, he knows you can't relax there and tell the people who believed in you that you were beaten. You have to make yourself relevant and be able to maintain the grip of the Luo nation. His statements are reckless but we also need to understand that he has to redeem himself.

No. Some excuses and scapegoats are irresponsible and dangerous when proclaimed loudly in front of a crowd. Especially allegations about the military. Secondly, if nothing happens from these proclamations, Raila should consider 2 things:

Constant bitching is an ugly trait in a man. When in a hole, dont dig deeper. Fait accompli. Outmanouevre the opponents next time. If laws were broken, file a case. Thats it. Very simple.
