Why would they need approval if it is for internal use and not for sale. Let them go ahead and commission it.

According to the Energy Act of No. 12 of 2006 , a permit or licence is not required if the generated capacity is below 1,000 kW and intended for own use.
If above 1,000 kW and not above 3,000 kW and for own use a permit is required.
The permit/licence granting or rejection takes into consideration; social/cultural impact on the society, environmental protection, safety and health, land use/allocation, etc.
