According to the Energy Act of No. 12 of 2006 , a permit or licence is not required if the generated capacity is below 1,000 kW and intended for own use.

If above 1,000 kW and not above 3,000 kW and for own use a permit is required.

The permit/licence granting or rejection takes into consideration; social/cultural impact on the society, environmental protection, safety and health, land use/allocation, etc.

I've just found out that the Energy Act 2019 and its subsidiary legislation amended the Energy Act 2006, but the permit/license requirements are more or less similar.

" ... a person shall not require any authorization to generate electrical energy for own use of a capacity not exceeding one megawatt"

If they ask for another 1 month means they will release HY 2020/21 together with FY 2019/2020
