We fail to appreciate that Ministers/CSs are political guides while PSs and Directors are creators and drivers of policy.
Having technicians as ministers creates an environment of conflicting roles.
Kibaki had a good mix of politicians as Ministers and PSs as former career civil servants. Most PSs were actually former administrators. That's why his policies are more appreciated.
JP created Ministers from technocratic and private sectors, and he messed up the mix....
