I do not know where people got the idea that Rotich is Ruto's man. Rotich is Uhuru's man and I doubt he has any relationship with Ruto. He worked in treasury with Uhuru when Uhuru was Minister of Finance. He is Keiyo from Elgeyo Marakwet same community as Buzeki. Finance is 100% under Uhuru.
My biggest bet is that Gideon Moi is going to be in that cabinet. Kanu has a deal with Jubilee to get 2 CS positions and if Gideon is going to be a serious contender he needs Executive government experience. He can negotiate for Finance for someone like Koimett or take it himself. If Uhuru refuses to yield Finance he might go for Devolution.

It does not matter who fathered her, who she is married to or where she comes from. She is brilliant and has the experience. Rotich is Uhuru's buddy. He was very supportive of him when he was at the treasury. So were Kinyua and Waiguru.

Ion, naswa will not participate in vetting of new cabinet Reason? Coz that will amount to automatic endorsement of executive arm and water down their efforts to blackmail the govt which they hoped woukd result in nusu mkate at the worst. They would only vet cabinet if its nusu mkate cabinet

Cabinet Secretaries (are different).
Their mindset is of individuals who are more at ease when making PowerPoint presentations in conferences and seminars in five-star hotels than addressing public barazas.
Today, it is very possible for a Cabinet secretary to sneak into a public gathering without being noticed.
They don’t enjoy widespread name recognition across the country.
They approach their work as personal service to the appointing authority to be reciprocated by personal loyalty, obedience, and respect to their godfathers.

The Principal Secretary (is a different animal).
He is (a?) political appointee parachuted into public service to occupy a critical role without knowledge of the inner workings of the Civil Service bureaucracy.
Worse, we appointed too many of them at one go, leading to a situation where we have ministries with multiple principal secretaries.
We ended up with too many office holders who were yet to imbibe what business schools call espirit de corps.
The environment spawned bureaucratic lethargy in the Civil Service.

I think the President should revisit Dr Richard Leakey’s “Dream Team” experiment.
(Because) Leakey’s Dream Team members did not have a business as usual attitude.

This was the first term/time Kenya had technocrats or non politician CSs. They have failed. The ones who have done well are the ones who have inclined more towards politics and politicians eg Matiangi, Balala, Wamalwa... The rest have failed to make a mark, they could be brilliant and doing a great job but in Kenya without makelele you do not exist and worse still if you cannot convert your appointment to the cabinet into votes for the president from your backyard. CSs are equivalent to Governors in our minds, so let's appoint politicians while their assistants or Principal Secretaries remain to be the technocrats. Tusijidanganye. BBI will solve it :)

But this list is one big joke. You reward Busia and Vihiga county and ignore Bungoma ? No one from Meru, Muranga, Kirinyaga and Nyandarua counties. Mungaro ?? Kilifi is the most orange county in Kenya after Siaya. Nkedienye ? What value does he bring ? Joyce Lay ? We should expect a cabinet that reflects WSR's 2022 gameplan. I would not be shocked if Kaleo ministers are sacrificed for say Meru and Bungoma.
