I hope we have a new face in Environment. But Kiunjuri in finance aaaiiiii????

why?that girl in environment took plastic paperbags out of town with her firmness.why take her out of town too?

And what else did she do?

One item at a time @Kaka2za.Give credit where itbis due.

What else would you have wanted her to do.Let us list all things she should have done and tick against them.

1.Improve Public weather services
2.Identifying opportunities for improving efficiency of energy and resource usage(recycling)
3. Enhance forest cover
4.Implement the The Polluter Pays Principle.
5. Demonstrating compliance with regulations
6. Determining proper allocation of resources
7.Increasing the awareness of citizenry on environmental issues and understanding of impact of human activities on the environment

Yes, especially on the 7th
There are little things she could do eg tree planting drives, educating on behavior change eg not littering etc, basic things. It feels like she came from slumber to the plastics ban

What is the role of the cabinet secretary? You want her to plant trees so that you do the same, why would she tell people not to litter? Isn't that common sense? Next, we shall not drink water until the ministry of water tells us to drink?

Anyway below is what the Min of Environment has done
1.There is a waste management draft bill
2.Draft climate change policy
3.National forest policy
4.Forest wildlife conservation and management bill
5.National land reclamation policy
6.National Environment policy
7.Resettlement policy framework

Question is, Is it the min of environment responsible for implementation?

This is a stupid question. A cabinet secretary can rally people behind a cause. It'd about using the power of the office to cause change. That is what I mean. It's not only about big things, but some small things that make a difference.

If somebody is waiting for a CS to tell them not to litter, use water responsibly, stop dumping plastics in drainage system which are all small things. That person should evaluate whether they're a kids or not.If not kids, they should check whether they are human beings.....but that is my opinion which could be wrong but most likely it is a fact.

You are mostly distorting argument. When the red cross did a massive drive on tree planting, it was about using their positioning and visibility to cause positive change. My point was about influence, not about who is toddler and who is grown up. If that be your argument, then it seems we have many kids in Kenya
I rest

Same way you distorted my question, who is responsible for the implementation of Ministry's policies and directives and parliament's acts? Is law not enough to influence your behavior or are you waiting to be jailed or are you waiting to be influenced by a minister?..... Lets stop with this pathetic excuses

Evidences are stubborn

Tree planting was led by minister and parliament in Singapore : http://eresources.nlb.go...SIP_135_2005-02-02.html

Environment Secretary unveils anti littering strategy in Britain: https://www.gov.uk/gover...anti-littering-strategy

I invite you to also read
Dr Green's blog or book about how change happens,
to see how efforts which look small can cause big changes

Human development report 2016 p. 28
shows how " Communication and information
on the need to protect nature and taking action " have led to greater measures in environmental sustainability: http://hdr.undp.org/site..._development_report.pdf

Not arguing for the sake of it. ... Then show me where just developing a policy and strategy, led to automatic social change.

Looks like Munya is in the mix too. The rate at which he has withdwawn his petition against Kiraiu is telling. I doubt he would withdraw to become the Chair of Euwaso Ngiro Water Board

I do not know where people got the idea that Rotich is Ruto's man. Rotich is Uhuru's man and I doubt he has any relationship with Ruto. He worked in treasury with Uhuru when Uhuru was Minister of Finance. He is Keiyo from Elgeyo Marakwet same community as Buzeki. Finance is 100% under Uhuru.

My biggest bet is that Gideon Moi is going to be in that cabinet. Kanu has a deal with Jubilee to get 2 CS positions and if Gideon is going to be a serious contender he needs Executive government experience. He can negotiate for Finance for someone like Koimett or take it himself. If Uhuru refuses to yield Finance he might go for Devolution.

Koimmet ako sawa. It does not matter who fathered her, who she is married to or where she comes from. She is brilliant and has the experience.

Rotich is Uhuru's buddy. He was very supportive of him when he was at the treasury. So were Kinyua and Waiguru.

Ion, naswa will not participate in vetting of new cabinet Reason? Coz that will amount to automatic endorsement of executive arm and water down their efforts to blackmail the govt which they hoped woukd result in nusu mkate at the worst. They would only vet cabinet if its nusu mkate cabinet

Let's see how this one plays out...the one who issued the statement (madvd), and the other principals are indirectly very interested in nusu mkate type cabinet positions...hence the instruction...however the Mps may decide to ignore the principals and go ahead with the vetting ..coz of, just imagine, the sitting allowances

An interesting perspective and food for thought from Jaindi Kisero

Copy and Paste Extracts.

Quote:
Yada, yada, yada.

Mr Kenyatta should appoint a powerful change champion with a mandate co-ordinate and champion radical changes across the Civil Service bureaucracy.

Yada, yada, yada.

Cabinet Secretaries (are different).

Their mindset is of individuals who are more at ease when making PowerPoint presentations in conferences and seminars in five-star hotels than addressing public barazas.

Today, it is very possible for a Cabinet secretary to sneak into a public gathering without being noticed.

They don’t enjoy widespread name recognition across the country.

They approach their work as personal service to the appointing authority to be reciprocated by personal loyalty, obedience, and respect to their godfathers.

Yada, yada, yada.

The Principal Secretary (is a different animal).

He is (a?) political appointee parachuted into public service to occupy a critical role without knowledge of the inner workings of the Civil Service bureaucracy.

Worse, we appointed too many of them at one go, leading to a situation where we have ministries with multiple principal secretaries.

We ended up with too many office holders who were yet to imbibe what business schools call espirit de corps.

The environment spawned bureaucratic lethargy in the Civil Service.

Coda:

I think the President should revisit Dr Richard Leakey’s “Dream Team” experiment.

(Because) Leakey’s Dream Team members did not have a business as usual attitude.

This was the first term/time Kenya had technocrats or non politician CSs. They have failed. The ones who have done well are the ones who have inclined more towards politics and politicians eg Matiangi, Balala, Wamalwa... The rest have failed to make a mark, they could be brilliant and doing a great job but in Kenya without makelele you do not exist and worse still if you cannot convert your appointment to the cabinet into votes for the president from your backyard. CSs are equivalent to Governors in our minds, so let's appoint politicians while their assistants or Principal Secretaries remain to be the technocrats. Tusijidanganye.

BBI will solve it

7. Ministry of Health Cabinet Secretary: Prof. George Magoha

If only this came to be...Health needs a serious guy

Number 17 is a non starter. Unlesss they want to turn Kenya into a grazing land. Hi sunshine PHD is in natural resources, and Industrialization is the antithesis of Natural resources management.

I agree with you @washiku. Magoha can take on the health sector cartels.

But this list is one big joke. You reward Busia and Vihiga county and ignore Bungoma ? No one from Meru, Muranga, Kirinyaga and Nyandarua counties. Mungaro ?? Kilifi is the most orange county in Kenya after Siaya. Nkedienye ? What value does he bring ? Joyce Lay ?

We should expect a cabinet that reflects WSR's 2022 gameplan. I would not be shocked if Kaleo ministers are sacrificed for say Meru and Bungoma.
