Though front seat for kids (big enough to use the seat belt) or in a car seat is ok if you disable the airbag.
On Sunday I saw this guy in a Prado outside Sarit Centre with 3 small kids standing out of the sunroof while he was driving...talk about stupidity!
At what speed was he driving?
If 30km/h and in town then I see no stupidity in him and maybe in you for being quick to judge so fast.
Even 10km/hr doesn't justify this! I'm not a parent yet but I would never allow this to happen to even my enemy's kids.
Have you ever seen those tourist vans with sunroofs?
They normally do an average speed of 30km/h and you can see learned jungus dangling their kids up there to see Kibera slum.
