For me all inclusive means:-out of the several CS positions,Get a CS from each of the former 8 provinces. (Merit based)
Get down to Ambassadors and do the same.(But Zipapa should rot to oblivion)
Parastatal Heads,the same.
Govt jobs have quoters.
Development agenda from National government should be truly National but subjected to cost benefit return.
Tenders:Spread them out.Why should and individual ger a 10B tender alone yet 2B spread among 5 people would still make them rich.
