Politically, it is not going to be popular. Price controls in ANY non-monopolistic sector are problematic be it fuel or interest rates. Competition should be encouraged and facilitated which is why I support more banks instead of giving a few banks [eg KCB, Equity, Coop] too much power. The same for OMCs. As a consumer, I want a choice of more providers. The same applies for telecoms, housing, food, supermarkets, etc. Greedy when others are fearful. Very fearful when others are greedy - to paraphrase Warren Buffett

KK declared itself debt free after disposing off the Tanzanian assets, so this will not affect it?

Even on the assumption that KK is debt free, the formula will give one price to all OM's. KK will not be asked to sell at a lower price on account of not having debt load. A win win situation in my view. Time is money, so money is time. Money saved is time gained in reverse! Money stores your life’s energy. You expend your energy, get paid money, and store that money for a future purchase made in a currency.
